There are 3 causes for this error:
The computer where the application and the webcam is installed doesn't meet the minimum requirements. This means that you should upgrade its RAM or CPU.
The installed codecs are not configured properly. Access the BroadCam Video Streaming Server's settings and change the default recording and playing codec.
You don't have any available filters installed which in this case Combined Community Codec Pack might come in handy.
If you don't remember installing it, most likely it has been installed along with another software. As you can see on the review page of the product, BroadCam Video Streaming Server is used to stream videos and it installs a web server on your computer that can be accessed by any computer on your home network. If you don't need it, you can safely uninstall it using Add or Remove Programs feature:
If you use Windows XP or below navigate to Start > Control Panel > Add or Remove Programs. In the Currently installed programs box, click on the BroadCam Video Streaming Server and then click Remove. If you have Windows Vista or above you need to go to Start > Control Panel > Programs > Programs and Features, select the BroadCam Video Streaming Server and click on Uninstall.
